"We will charge ₹1,500/hour and see how long it takes" on a new project is a red flag. You have no way to plan your budget, and the agency has a financial incentive to work slowly. Ask for a written scope of work before any payment.
Red Flag 3: They Own the Hosting and You Cannot Leave
If the agency controls the hosting, domain, and source code, you are not a client — you are a subscriber. Verify in the contract that you own all IP and all credentials are transferred to you on completion.

A development agency that starts coding before you have approved designs is almost certainly going to deliver something you did not want. A proper process looks like: discovery → wireframes → design approval → development → review → launch.

How to Compare Proposals Apples-to-Apples
When you have three proposals with wildly different prices, build a comparison table checking: Does it include design or only development? Is CMS included? Are SEO foundations included? Who owns the hosting? What is the post-launch support period? Do you get the source code?
